In F31 too: scribus-generator-2.8.1-3.fc31.noarch.rpm has Provides: python2-tkinter = 2.7.17 and Obsoletes: python2-tkinter < 2.7.17 There is no python module in that package, so the Provides is wrong. And anyway, Provides/Obsoletes for an unrelated package have no place in scribus-generator.
