I'm working on packaging opencasecade for Fedora as OCE (occt community edition) has not been updated in years.

Unfortunately while the occt license was updated to be truly open source they still require a login to download the source archive.

Is this a FOSS problem or just a technical/infra one? Obviously tools like downloading with spectools will fail...

The easy fix is to upload the source to somewhere everyone can get to it (My fedorapeople account?).

Use something like this:

# go to www.... and click xxx, than you can download this
Source0:    %{name}-%{version}.tar.xz
