I think we could, if we double check for conflicts. For example the /usr/bin/git-remote-bzr file needs to be removed or renamed.

I'll start by backporting the dependencies.

Also, bzr failed to build in Fedora 31, last I checked... So does this
mean we simply don't have a Bazaar implementation for Fedora 31?

It failed to build but it is still there. We have an implementation that is not rebuildable and possibly insecure, as we cannot fix any CVE.
