I saw it the first time today, so I suspect the update yesterday. This is an ASUS laptop with an external display and usb mouse, i.e. being used as a regular machine.
To reproduce a person must boot with the usb mouse plugged in. Then after boot things will look normal, however, when clicking on the topbar, and getting a system menu, for example, to restart, clicking the buttons on the menu does nothing.
Going to the upper left corner brings up activities as expected. Typing 'terminal' brings up a terminal. When the mouse pointer enters the terminal window, it disappears. There is no mouse action in the terminal. A person can type in it, but there is no mouse action.
Grabbing the laptop from the shelf, opening the lid, going into display 1 and 2 mode, and the internal touchpad mouse works.
Booting without the usb mouse plugged in, then plugging it in after boot, and it works.
