New updates straight to obsolete after Epoch bump?!?

I messed up and build PySide2 5.13.x before I relealized that I should have built the latest 5.12.x as the MAJOR.MINOR has to match the version of Qt and we have not updated to 5.13 yet.

So I bumped the Epoch in the spec file and built 5.12.5 but when I submitted updates for f31 and 30 they pretty much went straight to obsolete. The auto-update for rawhide worked fine.
