How do I prevent this from happening again? (Yes, I know I can put explicit
excludes in my /etc/yum.repos.d/fedora-updates.repo file.) Seems like I
shouldn't need to and that it shouldn't have happened in the first place.
python3-tox recommends them. maybe that is how they were installed?
Also this bugzilla was open to let users remove them and not get them again when
the package that recommends them updates, but the dnf team disagrees:
