The Workstation technical specification document says in part:

A firewall in its default configuration may not interfere with the
normal operation of programs installed by default.
We should detect when the system is on a public or untrusted network
and prevent the user from unwanted sharing...

Whereas the KDE spin isn't subject to that spec.
