For me it solves any "timing" issues. We often get into a state where we're
trying to upgrade to something that is signed with a key we don't have yet.

With ostree we hit this every time we branch. Here is where a user hit it this

There could be other problems that won't be solved but if we get the key out
now for the next release we'll at least solve any races and problems like this.
