It depends. I agree that this might prevent some packages from removing
immediately. OTOH, the FTBFS package is reported with every mass
rebuild, i.e. every 6 months. So if something changes in these 6+
months, the new ticket will eventually stay in NEW and the package will
be orphaned and later garbage collected ...
