Amateur radio dnf group in comps.xml

Devel team,

I am interested in creating a package group specific for Fedora amateur/ham radio users. I know people in my local area who have interest in such a group, and surely others out there, that could bring more ham radio users to Fedora, if the ability to install all the packages needed for a ham radio setup was easier than installing all packages separately. I would maintain the group of packages in comps.xml and remove/modify it should a discrepancy arise. How should I proceed?

I have been working on Fedora since May of 2016 as a member of Fedora QA and have modified comps.xml before adding/fixing some broken packages in the 'Electronics Lab' group.
