Also, there are still some obvious packages to trim:

No udev, but device-mapper, device-mapper-libs, which are not useful
without udev.

Also, there's a bunch of -devel packages? What pulls those in?
libmount-devel, libblkid-devel, glib2-devel, libassuan,
libgpg-error-devel, libselinux-devel, libsepol-devel, pcre-devel,
pcre2-devel, zlib-devel.

Looks like gpme pulls in glib2-devel which in turn pulls in other -devel packages. https://asamalik.fedorapeople.org/fedora-31-base.svg
