Could you point out in which package the problem manifests?

I've dealt with numerous autotools issues before in respect to Python 3.8, and most of them boil down to autotools (or the project using autotools) invoking python-config --libs to embed python, which in order to achieve it in 3.8 the additional flag --embed needs to be used.
