It's this bug: <https://bugzilla.kernel.org/show_bug.cgi?id=154011> I think in the past, cgroups changes have occasionally made this issue significantly worse, to the extent that it was no longer possible to run tests reliably that spawn and join many threads (but never running more than a reasonable count in parallel).
