In [1], change SHOULD NOT -> MUST NOT.

That is unfortunately problematic, for various reasons discussed at FPC level, however even if we do change this to MUST, it will change nothing.

That would be nice, however, after several years I've realized that we cannot really require maintainers to do anything :(
