+1 to prevent broken dependencies to be pushed into stable. If Fedora aims to be a "polished"/"user friendly" distro users should never have to deal with broken dependencies. Also packages with broken dependencies should not be part of a release (maybe not auto-retired if they are still ok for other releases).
