Fedora doesn't package in the main project any software that has a non-free license. There are other repositories that do package such software, the primary one being rpmfusion.org. They package the binary blob from nvidia, and a utility called akmod that builds it into a module for the linux kernel. You can find more information here: https://rpmfusion.org/ In particular, it is possible to enable those repositories so that doing an update of Fedora pulls in any updates of their packages. https://rpmfusion.org/Configuration I'm not sure that this will fix your issue.
