EL-7 already have PHP 7.1 (as SCL)

As additional packages for SCL were never allowed in Fedora/EPEL, such
packages are maintained by the CentOS SCLo SIG

So msgpack extension already available.


BTW, EL-8 will have 7.2 (for now), and additional extensions will be in
EPEL-8 as soon as we will be able to build additional module there,
perhaps a "php-extras" module, with streams matching "php" ones
