Well, creating root level directories actually is prohibited by the FHS ever since it exists, because root level directories are standardized (barring the fact, Fedora/RH diverged from these rule on many occasions).

That said /afs is nothing but a - though being not uncommon - a local convention, among many others (e.g. /com, /srv, ...).
