https://www.openmainframeproject.org/ has some information on getting access to mainframe resources. there is also some information at https://osuosl.org/services/ibm-z/ I believe both of them end up running on hardware at Marist brothers college. there is also some info on how to use Jenkins for ci on mainframe.
