I'm pretty sure it gets dragged in by the installer
Nope, multipath seems to be present because libblockdev and udisks (and perhaps some more), which is in turn required by GNOME:
$ rpm -q --whatrequires device-mapper-multipath
libblockdev-fs-2.21-2.fc30.x86_64
libblockdev-part-2.21-2.fc30.x86_64
libblockdev-mpath-2.21-2.fc30.x86_64
fcoe-utils-1.0.32-6.fc29.x86_64
libblockdev-fs-2.21-2.fc30.x86_64
libblockdev-part-2.21-2.fc30.x86_64
libblockdev-mpath-2.21-2.fc30.x86_64
fcoe-utils-1.0.32-6.fc29.x86_64
$ rpm -q --whatrequires libblockdev-fs
udisks2-2.8.2-1.fc30.x86_64
udisks2-2.8.2-1.fc30.x86_64
$ rpm -q --whatrequires udisks2
gvfs-1.40.0-1.fc30.x86_64
gnome-disk-utility-3.32.0-1.fc30.x86_64
gvfs-1.40.0-1.fc30.x86_64
gnome-disk-utility-3.32.0-1.fc30.x86_64
That was latest F30 Workstation Live.
