You have to create a RPM package

and use the review process
That's not really true, since the package in question already exists in fedora and would only need an update.
Either poke the current maintainer to update it to a git master snapshot in rawhide, or submit a pull request against the package yourself (you don't even need to be an approved packager for that, and pagure also supports remote PRs from, for example, GitHub).
