What does "strict dependencies between subpackages" actually mean?
Does it enforce [1]?
I don't always need to require the main package from subpackages.
Sometimes, the main package does not even exist (e.g. Python packages).
The guideline applies "when a subpackage requires the base package" -- how do I
specify if that's the case?
The detailed description needs some love. What will actually happen? The
examples say some dependencies can be dropped in favor of other dependencies. I
don't see how that explains what actually happens if this change is implemented.
