Why not to use DVD like the media? Maybe that could be solve the

Second, why not to organize the system in "meta-packages" or
components, for example, "apache", "gnome", "office", "games" or
"webapps core" ;-) not at he instalation level maybe at the package
level.

Third, and the real crazy idea :-), why not to stablish one rating or
categorization scheme for packages with one (or several) index that
show the expected audience of the package...something like the
Sourceforge.net's Trove categorization but per CD or DVD creation.
