OK--that's slightly simpler, but now I have another query:

Not all of them are "extra" options. Some of the options included in the
%cmake macro must be changed. Is this documented cmake behaviour that
options defined later in the argument list will overwrite the earlier
defined ones? Or is this something that "works" now but isn't documented
as correct/suggested usage?

For example, as you've done here:
