The magic macros exist to accommodate those who wish to have a single spec across Fedora and EPEL, There's a limit to how far that technique can be taken but we try to add macros like %ldconfig_scriptlets, %ldconfig_post, %ldconfig_postun and %ldconfig when possible. It's surely better than having people include needless ldconfig calls just because EPEL requires it.
