If core is not going to be 100% alsafied then the plugin should stay in core, so that you don't have to maintain two src.rpm's for the same source tarball. Qt is going to be in core, so removing the arts plugin isn't going to save space, and should not be done if there are cases where it is needed for a functional sound system out of the box.
