A serial device that worked at a specific baud rate in F28 and doesn't

I think you have misunderstood.
The devel list is for discussing the creation and
development of the Fedora distribution.
The users list is for discussing issues making use
of the Fedora distribution.
You are having a problem making use of Fedora, so
it is properly discussed on the users list.
How "high" or "low" level the code is where a bug
might lie (if there is one) is not relevant to which
list is appropriate.
