Install storage requirements do not depend on rpm tech level, but will generally go up over a system lifetime, adding pressure on staging storage. So you absolutely need to keep staging storage on par or less than existing rpm/dnf if you do not want to obsolete classes of Fedora hardware. And Google released a huge quantity of cheap storage-deficient hardware with its chromebooks.
