Packages from the SCL repos in mock-core-configs are
restricted via the following config entry¹:

    includepkgs=devtoolset*

That limit was not included in the initial koji
configuration, but my understanding was that was going to be
corrected.

The only packages allowed to be used (or more specifically,
BuildRequired) from the SCL repos in EPEL are devtoolset*.
(Feel free to follow up on epel-devel on that, as that's
where the folks who know best are.)
