I'm confused by this podman build. Especially so with my Packaging
Committee hat on.

- changelog message says it's version 10.1
- %{version} is 0.10.1
- github project has 0.10.1 tag, but its commit hash doesn't match
what's built here
- Release matches the (old!) pattern for a snapshot build
- Epoch is set to 1 if fedora > 28?

Looking at the .spec file didn't help me, it's a hot mess.

Can somebody enlighten me about:
Is this a snapshot build? Is it a stable release?
If it's a stable build, why doesn't the commit hash match up with the
appropriate tag?
