It looks like Foreman hasn't updated the software's boilerplate terms of service, which puts user content under CC BY-NA-SA. For the Fedora instance, we've changed that whole long page to a much simpler statement that 1. Participants are bound by the Fedora Code of Conduct, and 2. User contributions need to be under an acceptable-for-Fedora license, with the normal Fedora content license (which is CC BY-SA 3.0) by default.
