You would have to do something like "dnf install rubygem-rails
--including-suggested" (whatever the option would be named, since on
some places they are referred as "very weak" while guidelines refer to
them as a "hints"). That would be similar to what groupinstall does. And
-x to exclude particular packages should still be available.
