Why is i686 package missing from x86_64 updates repo?

Hi,

I'm trying to resolve https://bugzilla.redhat.com/show_bug.cgi?id=1615016
and can't figure out why the i686 package is missing from the x86_64
updates repo.  It is present in the fedora repo, so it seems like this
issue is specific to updates.  Does anyone know why this might be
happening?  Below is the output from dnf list on f28:

[root@2ae47f458fd1 /]# dnf list *compiler-rt* --showduplicates

compiler-rt.i686            6.0.0-1.fc28                      fedora
