The main admin (togdog) usually give permission to commit if you ask
him , at least did to me .
Right, I can second that. It worked for me as well.
With pagure in place, you could also submit pull requests to improve
the situation.
I've already submitted a pull request for dokuwiki circa a month ago:

response from topdog?
