One of the reasons I suggested modules was that it would take concrete work for packages that still need python2 to become modular and depend on a python2 module, making it easier to just retire everything in the main collection that doesn't take any action. I think without that you are back to a whitelist... "all python2 dependent packages will be retired in F30, except the ones on this list" and you will have to detect those. kevin
