FWIW I'd say you're fine to go ahead if no-one wrote back and said 'oh
god no, stop!' Maybe just say 'hey, I'm going to go ahead and do this
on date X if no-one complains', then do it on that date, and send out
another mail asking folks to do rebuilds.
