For kernel-tools, it depends on your definition of "important".
This is mostly a collection of miscellaneous userspace tools
that happen to live in the kernel source tree. The part that
isn't building is perf which is notoriously finicky and
probably needs to be debugged in conjunction with the
upstream maintainer.
