Soooo, rather than assuming malice, since the change isn't noted, I'd
guess that somehow the recommends got inadvertently reverted as part of
the rebase.

A bugzilla title "dnf and deltarpm" does not describe the problem well.
I'd suggest, instead, something like "deltrpm (inadvertently?) added
back as strong 'Requires' rather than 'Recommends'".
