No, you do not overlook anything. I checked systemd code and they simply generate resolv.conf always. And they do when
container start, so mock cannot change it by bind-mount plugin.

For the record. Todd filed this PR:
  https://github.com/rpm-software-management/mock/pull/190
which is on the right track to be merged.
