Yes, when I saw how many packages depend on cfitsio, I thought, "this is going to be difficult in F28, but in rawhide it will be easier"
I'm unhappy with the
soname bump (and the way upstream handles security fixes), they bump for
almost every new release nowadays…
In the past, I have exchanged some lengthy mails with upstream explaining when they should change the soname. They didn't have a soname then.
In seems that I didn't explain myself very well.
