virt-viewer is supposed to inhibit the window manager, even with
GNOME shell on Wayland this is supposed to work now. If it doesn't
though, you can stil inject keys using virsh

$ virsh send-key --codeset linux myguestname KEY_LEFTALT KEY_TAB
