You might be able to hook into dhclient.

That happens when you obtain an IP address. There is no notification
method that I know about that will signal me when the hotspot
authentication has happened.

What about the NM hoooks[0]?  I've been playing with them recently and you get all sorts of events prior to actually gaining a lease.
