Very unintuitively under /etc/rpkg...
$ ll /etc/rpkg
total 8
-rw-r--r--. 1 root root 1545 Jan 5 03:40 fedpkg.conf
-rw-r--r--. 1 root root 581 Feb 6 18:14 rfpkg.conf
Better to use .config/rpkg/fedpkg.conf rather than change
the global configuration...
