waiverdb-cli -t dist.rpmlint -s '{"item":"qodem-1.0.0-2.fc26", "type":"koji_build"}' -p "fedora-26" -c "Work around no test results found." 

But it didn't work... so I tried the curl method to get the id and then did a:

waiverdb-cli -p fedora-26 -r 20029537 -c "Work around no test results found."

Which said it created a waiver but I still can't push the update.
