Yeah, we never actually released the modular server for f27. A different
approach was taken for f28:

Since we never released it (except as a beta) and never shipped any
updates for it (except test ones) we removed those repos.

Cool. I'm not fully sure how this will look for f28, but likely you
could ask the releng list or modulariy workgroup.
