Cutting the tail of some legacy stuff is never kind of abuse.
Not every Fedora packager has full up-to-date knowledge about how spec files should be written and many people on preparing own changes are peaking on other specs as examples. As such people will be able to find some non-empty set of specs with some contradicting patterns only this will be always source of confusion.
Such mass change is about keeping everything in sane form and up-to-date condition.
However NOT cutting such tails IS abusive.
There is no ANY *rational* reasons why such legacy stuff should be kept on Fedora master branch spec files.
