You see, I assume that you you are average packager and you don't know that
BuildRoot definition was needed last in EL5, do you expect other average
maintainers to know this?

It's fine as long as people actually remove them. But the reality is different
- - no one is removing old cruft from spec files which is accumulating there for
ages (try to grep specs for `0%{?rhel} < 4`.
They are actually harmful in a sense that when new people come they look at
existing spec files and copy them over and over.
