I had different case with weird shebang in template:

I think that the brp-mangle-shebangs script should be more careful with the shebangs. If the shebang contains slashes or some other weird characters, it should fail the build rather then breaking the package.

Looks like brp-mangle-shebangs incorrectly updated the python invocation. Since this requirement cannot be met it's breaking any package from building that depends on it.
