but libtirpc-devel (1.0.2-4.fc28.x86_64) doesn't contain rpcgen.
Nor will it... There is going to be a new package call rpcsvc-proto
that will contain the rpcgen command along with other things
like header files... There is the upstream git tree:
    http://github.com/thkukuk/rpcsvc-proto

Note that the plan is that the new package will provide rpcgen, so you can just use

BuildRequires: rpcgen

and you'll get the new package once it becomes available.
