The process would require unbundling them and then either repackaging from the same source or update from CLDR if CLDR is newer than glibc. It's easier to contribute upstream and get a complete glibc tarball with CLDR data updated. OTOH, the locale data from glibc are already split into subpackages (langpacks) but the aim is not to distribute them all together (e.g., in a Live DVD) and not to force the user to install them all. They are still built from the same tarball.
